The death magic staff and wand can be found in Snake Dance north of Camp Rankor from two different collectors.

ok so there is no 1 handed collector death magic weapon with a 20% to improve skill recharge?

Ok His name is Arliss Vaughn, Takes Griffon Wings, and can be found at the portal between Skyward Reach and The Scar
